When that activity moves money, modifies credit, binds coverage, changes access, alters a regulated record, or commits an organization, the consequence begins at execution. The control problem therefore moves with the action.
The consequential execution boundary
Identity establishes who or what is acting. Access controls determine which systems, data, and tools the actor is authorized to reach. Security, monitoring, and audit provide essential protection and visibility. Consequential execution still requires a separate decision:
Is this proposed action admissible to execute now, under the conditions that govern it?
Access is not admissibility. ARC evaluates the business action itself under the applicable rules and transaction context, independent of the particular model, agent, tool, API, or workflow that proposes it.
A decision before consequence
ARC is the control point between proposed intent and consequential execution. It evaluates the action before it becomes real, resolves the outcome as allow, deny, route, or escalate, and generates decision evidence for accountability.
Models propose. ARC controls what is allowed to execute.
Why controlled execution matters
ARC does not make AI perfect. It makes consequential execution governable.
Consequential execution cannot depend on a probabilistic model being right every time. ARC supplies the distinct pre-execution control point that makes regulated and liability-sensitive workflows more governable, auditable, and defensible. That control boundary expands the production workflows organizations entrust to agentic AI.
